Scottish Rural and Islands Transport Community (SRTIC) are excited to announce the release of our latest report, "Defining and Designing Rural Mobility as a Service (RMaaS)."

Co-authored by Jenny Milne, Artemis Pana, Matthew Kendrick, and Steve Cassidy, this comprehensive document explores the evolving demand for Rural Mobility as a Service across Scotland’s rural and island communities.

Since 2020, SRITC have been engaging with stakeholders to validate the demand for a Rural Integrated Mobility Platform (RIMP).  This process, aligned with the Scottish Government's forthcoming Rural Delivery Plan (2026), has involved numerous consultations, workshops, and conferences - culminating in the workshop at the MaaS Scotland Conference in Glasgow on June 6, 2024.

The insights from this workshop will also help inform the forthcoming MaaS Scotland Route Map.

Key Highlights
This workshop, rooted in the Thrive Rural Framework published by the Aspen Institute, was adapted for Scotland using input from over 500 practitioners. The event challenged participants to apply a rural lens to the development of RMaaS, helping define processes and desired outcomes. A particular focus was placed on adapting the Last Dance Framework, a tool for designing and evaluating rural-specific policies and services.

What You'll Find in the Report

  • Insights from over 500 practitioners at the Scottish Rural and Island Parliament
  • The application of the Last Dance Framework for rural service design
  • Strategies for implementing RMaaS using community development principles
  • Evidence and contributions gathered during the MaaS Scotland Conference 2024

SRITC would like to extend a special thank you to everyone who participated in the MaaS Scotland Conference and helped contribute to this report. A heartfelt thanks also goes to Artemis Pana and Steve Cassidy for their support in the design, delivery, and write-up of the report.
