Measuring the impact of CLLD

A new evaluation of 'Community Led Local Development' or 'CLLD' has been made available by Rose Regeneration in partnership with Scottish Government.

'Community Led Local Development' or 'CLLD' gives local communities the power to tackle their own, local challenges. By building knowledge and skills, supporting new ideas and encouraging cooperation, CLLD helps to create viable and resilient communities.

A key recommendation from the evaluation of the previous CLLD programme (LEADER), and the tests of change delivered over recent years, was that a more robust and user-friendly monitoring and evaluation platform was required which suited the nuances of projects delivered for rural communities.

The CLLD approach has wider benefits than just delivering funding - by building community resilience through local partnerships and adopting a co-production ethos to rural development, it helps to build capacity across rural and island communities. Historically these less tangible but important benefits have been very difficult to measure or capture. 

The Social Value Engine by Rose Regeneration was identified as an accessible platform, which proved to be user friendly and a much simpler and more useful way of capturing social outcomes. It was piloted by the Orkney Local Action Group and generated much interest from the other 20 Local Action Groups (LAGs), who subsequently are trialled this new approach as part of last year’s funding programme. 

An evaluation of the 2023-24 CLLD programme across Scotland utilising the platform has now been published.

The Social Value Engine was jointly developed by Rose Regeneration and East Riding of Yorkshire Council in response to the Public Services (Social Value Act 2012), which requires public bodies to think about how they can secure wider social, economic and environmental benefits. The engine works alongside and has incorporated Social Return on Investment (SROI) methodology and the seven Social Value UK principles.
